Abstract

Die öffentliche Förderung des Profifußballs ist trotz ihrer erheblichen finanziellen und gesellschaftlichen Bedeutung bislang nur unzureichend erforscht. Insbesondere fehlt es an einer systematischen empirischen Erfassung der Förderpraxis sowie an einem integrativen theoretischen Rahmen zur Analyse der Beziehungen zwischen Staat und Profifußball. Vor diesem Hintergrund untersucht diese Dissertation die öffentliche Förderung des Profifußballs in Deutschland aus empirischer, theoretisch-konzeptioneller und politikorientierter Perspektive. Methodisch basiert die Arbeit auf einem interdisziplinären metatheoretischen Ansatz, der Elemente der Governance-Forschung mit der Politikfeldanalyse verbindet. Grundlage bilden fünf wissenschaftliche Einzelstudien, die qualitative Dokumentenanalysen, konzeptionelle Theory-Synthesis-Ansätze sowie empirische Untersuchungen zur Förderpraxis und zu den Organisationsstrukturen deutscher Profifußballclubs kombinieren. Die Ergebnisse erweitern zunächst die empirische Wissensbasis zur öffentlichen Förderung des Profifußballs erheblich und schaffen erstmals eine systematische Einordnung zentraler Förderinstrumente. Darauf aufbauend wird ein theoretischer Bezugsrahmen entwickelt, der institutionelle Logiken der Clubs, systemische Markt- und Wettbewerbsbedingungen sowie politische Steuerungsprozesse integriert und damit das Politikfeld Profifußball konzeptionell erschließt. Darüber hinaus zeigen die Analysen, dass öffentliche Förderung nicht isoliert betrachtet werden sollte, sondern in umfassende kommunale Strategien eingebettet und an klaren Zielsetzungen sowie nachvollziehbaren Gegenleistungen ausgerichtet sein muss. Die Dissertation leistet damit einen Beitrag zur Weiterentwicklung der sportpolitischen Forschung und liefert zugleich konkrete Handlungsempfehlungen für Politik und Praxis. Zugleich werden Ansatzpunkte für weitere Forschung aufgezeigt, insbesondere hinsichtlich der Analyse politischer Entscheidungsprozesse sowie der Wirkungen und Effizienz öffentlicher Fördermaßnahmen.

Despite its considerable financial and societal relevance, public support for professional football has received only limited scholarly attention. In particular, there is a lack of systematic empirical evidence on existing support mechanisms and an integrative theoretical framework for analysing the relationship between governments and professional football clubs. Against this background, this dissertation examines public support for professional football in Germany from empirical, conceptual, and policy-oriented perspectives. The dissertation adopts an interdisciplinary metatheoretical approach that combines governance research with public policy analysis. It is based on five scientific articles employing qualitative document analysis, conceptual theory synthesis, and empirical studies on public support measures and the organisational structures of German professional football clubs. The findings substantially expand the empirical evidence on public support for professional football and provide the first systematic classification of major support instruments. Building on these findings, the dissertation develops a theoretical framework that integrates the institutional logics of football clubs with systemic market conditions and political governance, thereby offering a comprehensive conceptual understanding of the policy field of professional football. Furthermore, the analyses suggest that public support should not be treated as isolated financial assistance but embedded within broader local development strategies and linked to clearly defined objectives, reciprocal commitments, and continuous evaluation. The dissertation contributes to the advancement of sport policy research while providing practical recommendations for policymakers and professional football organisations. Finally, it identifies promising avenues for future research, particularly regarding political decision-making processes and the impacts and effectiveness of public support measures.
